"限塑"带来的思考 省城"限塑"行动系列报道之三

如何让“限塑”真正利民利国？这不仅是老百姓的困惑，也是相关部门所面临的难题。“限塑令”实施大半个月来，相关问题逐渐浮出水面，开始考验百姓的环保意识和政府部门的执法能力。

假冒环保袋何时消失

近日，记者对省城各商品零售场所走访后发现，“限塑令”实施后，市民环保意识不断增强，开始自觉使用合格环保塑料袋和无纺布袋等，不少大型超市、商场也按照“限塑令”的相关要求，向消费者有偿提供塑料袋，但因受假冒环保塑料袋的影响，“限塑”工作看似取得了很大成绩，实际上则存在很多问题。

由省政府办公厅转发的《关于在全省范围内限制生产销售使用塑料购物袋的意见》中明确规定，各级工商部门要加强对超市、商场、农贸市场等商品零售场所销售、使用塑料购物袋的监督检查，督促购物袋销售企业建立购销台账制度，防止不合格塑料购物袋流入市场。但记者在采访中了解到，目前,省城的几家经销塑料购物袋的商户几乎都没有建立购销台账制度，而相关部门又对这些经营户缺乏监管，致使各商户信口开河，随意宣传，假冒塑料购物袋也乘机而入。结果，虽然许多市民都在积极使用“环保塑料袋”，却起不到真正的“限塑”作用。

执行力度待加强

为顺利实施“限塑令”，我省先后出台了一些措施，但由于缺少具体的配套政策，相关部门又缺乏通力协作意识，“限塑”工作进展缓慢。

采访中，一些工商执法人员表示，因为“限塑令”只是一个标准，工商部门在执行“限塑令”时，只能按照《反不正当竞争法》等法规处罚，很难起到有针对性的打击作用。另外，虽然我省目前共有14家单位参与了“限塑”工作，但在具体实施过程中，各部门各司其职，缺乏通力协作意识，不能形成合力。各部门之间应该如何职责衔接？相应的实施细则何时出台？如何确保市场上的环保袋都合格？这些都是相关部门急需解决的问题。

共同努力

省商务厅相关人士表示，“限塑令”只是一种手段，是为了最终实现“禁塑”的一个过渡。推行“限塑令”的本意，是以此唤起公众的环保意识。如果市民误解了“限塑令”的初衷，使用非环保塑料袋的行为就很难杜绝，农贸市场和街头个体摊贩提供的超薄塑料袋就会大行其道。

“好政策需要好制度保障落实，否则，不仅会影响到国家禁令的严肃性，更使政策执行流于形式。”一商城的负责人说，任何一项政策、规定出台的初期，都需要通过深入扎实的宣传，让公众真正理解其意义，也需要通过严格执法来肃清违规行为。“限塑令”也不例外，如果要让“限塑”真正成为全民的自觉行为，不仅要加强宣传力度，而且要做到有令必行，这样才有可能呈现无“令”而治的局面。

采访中，市民通过各种渠道知道了这项政策的出台，并表示会从自身做起，摒弃“白色污染”，共同保护好我们生存的家园。但要让这项政策真正落到实处，尚待各行各业共同努力。长期形成的生活习惯并非一朝一夕所能改变，治理“白色污染”任重而道远，每个人应自觉执行“限塑令”。（来源：西海都市报　作者：龙腾飞 张娜）
